Following the Parish Council meeting on 18th January and the
discussions about ‘Affordable Housing’ we have been considering a way
forward given the uncertainties over the Waiting List/Register/Parish
Needs surveys.
The Parish Needs Survey currently shows a requirement for 12 units. The
Waiting List for considerably more. A crucial element of such provision
is also the viability and reasonable land value expectation if any
development is to take place.
In the light of all these factors the layout has been revisited and
revised to that attached. This increases the number of units to 42 from
the 39 option but provides 15 affordable units rather than the 12
previously suggested. This equates to 36% affordable provision which is
above the 20-30% range supported by 50% of those responding to our
exhibition questionnaire but within the 30-40% band favoured by the
next largest band at 16.8%. It is clearly more likely to be acceptable
to the District Council.
There is also a good mix within these 15 units aimed at the perceived
requirement for smaller accommodation ( the Council’s Waiting List
refers to 19x 1 beds!! and your own Parish Needs shows a 1 bed
desire.). The mix is; 2x1bed Bungalows, 2x2bed bungalows,2x2bed flats,
6x2bed houses and 3x3bed houses.
The split of these units between ‘social rented and shared ownership’
is still to be discussed and can perhaps form part of the debate with
Sally Horne when attending your Parish meeting on this subject.
Similarly the Local Lettings policy will need to be investigated to
give you comfort that people with an interest in the village have first
priority.
We have also listened to comments raised by the Parish Council and
provided 3 private market bungalows on plots 8,9 and 10. They are
located to the rear of the existing houses on Belbroughton Road which
will also reduce any perceived overlooking issues.
We have been considering the form of development and associated issues
with the Parish and District since summer 2010 and now feel that a
formal planning application should be submitted to concentrate all
stakeholders minds on what we believe is a sensible and reasonable
compromise between the differing opinions received. To this end we are
working up an application to send to the Council within the next ten
days based on the above layout.
