66/07 APOLOGIES FOR ABSENCE
These were received and accepted from Cllr Mrs Hayward and Cllr Mrs Scott.
The Chairman proposed that non-apologies should be recorded in the minutes. This was agreed and the procedure to commence at the next meeting.
67/07 DECLARATIONS OF INTEREST
Cllr Whiston declared a personal interest in Plan no. WF/07/0258.
ADJOURNMENT FOR PUBLIC COMMENT
(Four members of the public were in attendance and three matters was raised. First, concern s were expressed about the traffic hazards likely to result if the application for 4 houses at the rear of 5 Mill Lane (WF/07/0298)is approved. Second, is the pumping station near the junction of Mill Lane and Sculthorpe Road still in use. Third, there may be a problem of residents encroaching and clearing land at The Avenue.
68/07 PARISH COUNCIL ELECTION, 3RD MAY 2007
The Chairman commented that there are 3 nominations for 3 seats in the Churchill Ward and 9 nominations for 6 seats in the Blakedown Ward; therefore there will be an election in the Blakedown Ward.
69/07 PLANNING APPLICATIONS
(1) It was resolved that the comments on the following applications, as detailed, be sent to Wyre Forest DC.
Applications received
WF/07/0239 Erection of garage following demolition of existing asbestos
garage, 62 Belbroughton Road, Blakedown
No objection. PC assumes that the existing asbestos garage will be properly disposed of.
WF/07/0258 Erection of wooden chalet (dwelling) in association with the
keeping of horses, Field 2, Glebelands, Churchill
Objection to the proposal, as the site lies within the Green Belt where development will only be allowed in very special circumstances, and this cannot be justified in this case. The screening shown is only temporary and not within the applicant's control.
There is already a tack room on the site, which should be used as a shelter and drainage proposals are inadequate.

WF/07/0298 Erection of 4 detached dwellings, land to rear of 5 Mill Lane,
Blakedown (with access from Mill Close)
Objection to this second application is confirmed. If the access arrangements are satisfactory the PC would not be concerned with this site being used for residential purposes but, as this land was given for the benefit of the Parish, the scheme for 4 detached 4-bedroom houses is inappropriate. The PC would wish to see more smaller houses on this site (possibly shared equity?), which would be of more benefit to parish residents

WF/07/0329 Room in roof space with dormer window arrangement, rear
extension, demolition and rebuild garage, and pitched roof over

Objection as there is concern with the visual appearance, which is not in keeping with other properties in this Green Belt location.

It was proposed by Cllr Pitt, seconded by Cllr Dearden, and resolved that the following accounts be approved for payment:

71/07 BLAKEDOWN STATION
No issues were raised at the Parish Meeting, therefore there were no matters requiring immediate consideration. It was pleasing to note that Nigel Tolley had some good ideas and that the SLUG minutes are on their web site.
72/07 DATE OF NEXT MEETING
The Annual Meeting of the Parish Council will be held on Wednesday, 16th May 2007, in Blakedown Parish Room.
