239/04 COMMUNITY POLICING

Neither PC McGill nor PC Dury were in attendance and there was no report.

240/04 REPORT FROM COUNTY COUNCILLOR

County Cllr Clee’s Report no. 28 was circulated with the agenda. This referred to the Education Review in Wyre Forest, European Driving Licence Directive and European requirements for the disposal of batteries, and was noted.

241/04 TO CONFIRM THE MINUTES OF THE MEETING HELD ON 17th NOVEMBER 2004

It was proposed by Cllr Mrs Hayward, seconded by Cllr Mrs Scott, and resolved that the Minutes, being a true and accurate record of the proceedings of the meeting, be signed by the Chairman.

242/04 PROGRESS REPORTS FOR INFORMATION

(1) Cheque signatories. The Clerk reported that the CALC office has suggested that the PC switches to another bank. Members felt that the Council should continue with Lloyds TSB. Cllr Dr Parker agreed to be added to the list of signatories and the Clerk will arrange to send the bank document to her.

(2) Parish Web site. There was no report as Malcolm Hall was unable to attend.

(3) Shielding of Street Lights. The Clerk has received a second letter of thanks for this work.

(4) Problems at former Blakedown Nursery site (WF/0583/04). The Clerk has received a letter from the Enforcement Officer regarding the fencing and bonfires at this site. WFDC does not consider these as planning issues, but the Enforcement Officer has discussed the matter with the site owner, who is stated that bonfires will cease and the

fencing will be made secure. The Parish Council is still concerned that the temporary fencing encroaches on to the highway by some 3 feet and the Clerk was asked to inform the Enforcement Officer of this.

The Clerk has received a letter from the Development Control Manager informing the Parish Council that the comments made in respect of the revised house designs could not be considered, as the principle of this development has been established previously. The Parish Council considered that, in these circumstances, the revised house designs should have been dealt with as a new application; the Clerk was asked to reply accordingly.

(5) Play area at the Sports Centre. The Clerk reported that he has received a request from the Friends of Blakedown Playground for a contribution of £1,000 from the Parish Council in 2005/6. This will be discussed in connection with the budget at the next meeting.

Cllr Danks informed the meeting that a bank account as been set up and the committee is formulating plans for both the short and longer term.

WF/0758/04 Modification of conditions nos. 2 and 25 of WF/0794/03 to allow alterations to car parking layout, 23a Birmingham Road, Blakedown (revised plans)

These two applications were due to be considered at the Development Control Committee on the previous evening and the Clerk referred to a letter he had written, after discussion with the Chairman, to the Development Control Manager, regarding the delay by WFDC in sending these revisions to the Parish Council, and confirming the previous objections to the schemes, sent on 18th August 2004.

As the decision of the previous evening has not been known, it was agreed that the matter be included on the next agenda, so that action can be considered regarding the timescale for the consultation and lack of action regarding the breach of permission.

(2) Decision notices

None have been received since the last meeting.

244/04 REQUEST FOR GRANT

A request for a grant has been received from the Macmillan Worcestershire Appeal. The Parish Council was not prepared to support this appeal at this time.

245/04 FINANCE

(1) The Clerk reported that the current account stands at £369.48p in credit and the Instant Access account stands at £12,659.05p, giving a total balance of £13,028.53p.

(2) It was proposed by Cllr Dearden, seconded by Cllr Mrs Hayward, and resolved that the following account be approved for payment:

Staples UK Ltd, photocopying, postage stamps - November

£22.10 + £2.11 VAT £ 24.21

The Parish Council considered that the payment requested by Network Rail for £43.32 plus £7.58 VAT be held back, pending Network Rail being able to substantiate ownership of the land, which the Parish Council believes to be part of the public highway.

246/04 HIGHWAY MATTERS

The Clerk informed Members that he had not received replies regarding Churchill crossroads or the state of Belbroughton Road. He has received a reply from the HPU stating that warning signs for horse riding will be displayed at either end of Churchill Lane, ie at Churchill crossroads and at the A.456 junction in Blakedown; this should be done during Spring 2005.

Members noted that “dog fouling “ signs are missing in Churchill and that the railing in Mill Lane has been repaired.

The Clerk was asked to write to the owner of a property in Mill Lane regarding the overhanging hedge and to the HPU regarding a drain cover in Churchill to be lifted.

247/04 UPDATE ON THE SPORTS CENTRE

There was nothing to report.

The updated list was circulated with the agenda and was received.

250/04 PARISH COUNCILS AND ASBOS

The Clerk circulated a copy of correspondence from CALC regarding ASBOs, Fixed

Penalty Notices and Parish Councils. It seems that parish councils will only be able to issue fixed penalty notices as it is the courts who issue ASBOs. This information was noted.

251/04 TRAFFIC PROBLEMS, LYNWOOD DRIVE/STATION DRIVE

Concern was expressed at the traffic hold ups caused by transporters and trailers blocking these roads. The Clerk was asked to speak to the police on this matter and for the matter to be included on the next agenda.

252/04 SPEAKER FOR ANNUAL PARISH MEETING

It was agreed that Mr Legat, the local historian who compiled the Pictorial History of the parish, be invited to attend and speak at the Annual Parish Meeting. Cllr Dearden agreed to make initial enquiries. It is hoped that there will also be an update from the Friends of Blakedown Playground.

253/04 PROPOSED PUBLIC SEAT, SCULTHORPE ROAD, BLAKEDOWN

The HPU has been approached by Wyre Forest Community Housing to place a seat in the highway verge near 34 Sculthorpe Road. Community Housing will consult local residents and the views of the Parish Council are requested. Members have no objection to this proposal, but hope that the colour is in keeping with the area.

254/04 ATTENDANCE AT SLCC TRAINING CONFERENCE

The Clerk requested attendance at a one day conference at Warwick on 25th January 2005. The course includes talks on anti social behaviour, conduct of meetings, partnerships and a professional update. The cost is £33 for members. The Clerk reported that he has submitted an application for a £200 bursary for training, as referred to at the previous meeting. The Clerk’s attendance at this conference was agreed.

255/04 CORRESPONDENCE FROM CALC

The Executive Officer’s report to the Area Committee was circulated for information. The Chairman reported that he had attended a worthwhile CALC course on chairmanship.

256/04 CORRESPONDENCE FOR DECISION

258/04 INFORMATION ITEMS/ITEMS FOR NEXT MEETING

(4) The Chairman reported that there had been chainsaw and shredding activity during the night in the area between the two villages. It is likely that this activity relates to clearance of trees and undergrowth along the railway embankment, as this had also occurred at another time during the night near Blakedown village.
